Dr. BriggsMr. Briggs' horror grading scale
#1
I came up with this last night; not an exact science or strict rule by any means and it only accounts for scary-ness, not horror-comedy/pure entertainment or the like, but I think it's a fairly good reasoning. Hope I don't offend with the examples >.>

10 – The Texas Chainsaw Massacre: Scary throughout, many times overwhelming, nigh-perfect

9 – The Evil Dead: Mostly creepy throughout, many overwhelming moments, but has flaws you can point out

8 – Suspiria: Filled with excellent scenes of fright, but has enough dull moments to not maintain a scary atmosphere throughout

7 – Ils: Some very effective moments and still leaves you with a feeling of unease, but aside from that fairly average

6 – The Hills Have Eyes (06): You can find and point out broad flaws easily, but still manages to keep you on the edge of your seat at places

5 – The Funhouse: Gives you about what you expect out of a “scary movie,” but no more

4 – Puppet Master: You can see lots of potential within direction and setup, but fails to execute ideas in an effective way

3 – My Bloody Valentine (81): Entertaining and has some moments that qualify as scary, but mostly bland in the end

2 – Twice Told Tales: You’d be hard pressed to find anything scary here, but it is possible to some extent

1 – Dark Harvest 2: You’d have to make serious exceptions to find anything scary here
“The Fright Night remake is a film which taps into the audience’s deepest rooted fears, such as those of vampires throwing motorcycles at them. I dread the thought of a vampire throwing a refrigerator or a deskjet printer or... I’d better stop before I give myself nightmares”
