I'd imagine the army would tackle the problem pretty quickly, provided zombies would be as slow and easy to kill as in the Romero series. Most ghouls would be too weak to claw themselves out of 6 feet of Earth or even stone mausoleums, leaving a few waves of about 40,000 daily to take care of (not including those who die of head wounds) before cremation becomes mandatory.
Plus, this being real life and not a fictional scenario engineered for maximum bleakness, a cure might even be found!
