1 a cult-like group of homeless people turned into nocturnal Cannibalistic Humanoid Underground Dwellers, another a gang of various mutated killers of unknown origin, each with their own method of madness... Both groups are glowy, city-dwelling, and when we last left them both, still at-large.
So who wins? On one hand the CHUD have numbers and physical skill, yet the Maniacs have weapons and planning skills. There is also a certain homefield advantage: as used as the CHUD are to sneaking up on isolated victims, they would not fare well in San-Fran, likewise the Maniacs would not do well in New York, as... They are weak to water.
So with these factors in mind, who would win for control of their "turf"?
âThe Fright Night remake is a film which taps into the audienceâs deepest rooted fears, such as those of vampires throwing motorcycles at them. I dread the thought of a vampire throwing a refrigerator or a deskjet printer or... Iâd better stop before I give myself nightmaresâ

I have been looking for the name of 'Neon Maniacs' for years! I saw this film in a friends house when I was 8 or 9 years old...

Glad I could help then! ;D
I saw it on the SciFi channel when I was young as well; the title stuck with me better than most. Not as good as it could have been, but it had a cool premise and lots of potential that made it OK by me

The CHUDs would own because they are the CHUDs.

I have never seen CHUDS so I cant give a honest vote.. I watched Neon Maniacs on youtube the other night. What a blast from the past! The cheese just dripped off the screen. Cheesy actors, cheesy monsters in the cheesy 80's! Great fun...

Haven't seen Neon Maniacs but cheese dripping from the screen has persuaded me to hunt this down.
