If I'm not mistaken, Regan was possessed by The Devil himself and Damien is the Devil's son so it's a battle between father and son and the father will always win. Also, even if Regan wasn't possessed by the Devil she was still brutally violent whereas Damien is a pussy. He gets scared when monkeys jump on a car and is helpless when his dad kidnaps him. Also, Regan is possessed by a devil nevertheless so... she still has the home advantage.

Sequels stated that Regan was possessed by a demon called Pazuzu, I'm guessing that the devil stuff in part one was mainly to unnerve Karras. Still, although one could say Damien is the more powerful demonic entity overall, Regan is a lot physically tougher in the human world and would use that to it's advantage... provided Damien wouldn't cause some of that "Final Destination" shit to happen and have Regan's house fall down on her or something.

Damien may have the power, but if you are comparing them in terms of The Exorcist and The Omen and disregard Damien in his later years, but he doesn't know how to use it at all. He'd wimp out.

Both can do some damage to an extent so I'm going on entertainment value. Regan is a badass with a potty mouth. In the first Omen Damien just gives you the evil eye and looks moody. He might be the son of Satan but he's not half boring! Regan FTW.
